Scott Franks represents District 11 (Summertown precinct). He is in his fourth term as a County Commissioner, having been first elected in 2010 and re-elected (unopposed) in 2014, 2018, and 2022.
Franks is a graduate of Summertown High School and continued his studies at Columbia State and MTSU. Since 2024, he has been retired after a 37-year career in the Federal Government, where he rose from an entry-level position, became a Field Agent, then entered management in 2001 and became a Senior Program/Territory Manager.
Scott and his wife, Patty, have 3 grown children, 2 granddaughters, and a grandson. Patty was employed by the Lawrence County School system for over 30 years, where she was a teacher’s aide, secretary, classroom teacher, Assistant Principal of Summertown Elementary, and Principal of Summertown High School. She also established and operated the County’s Virtual School. She is now employed by Tennessee Technological University.
Scott has been active in the community for many years, having served 12 years as an officer and director of the Summertown Dixie Baseball and Softball leagues – including 7 years as President. He also served 13 years as the Secretary/Treasurer of the Summertown Eagles Athletic Booster Club and served as President of Mallory’s Way Foundation, Inc. from its inception in 2008. He was also the 2014-16 President of the Summertown High School Alumni Association and named a Hero of Lawrence County Schools in 2014. Scott also currently serves on the Board of Directors for Summertown Senior Citizens and serves as a Commissioner for the Summertown Utility District. In the past, he also served as the Financial Advisor for the South Central Human Resources Agency.
Scott and Patty are also active volunteers with several local charities and community projects, including Abigail’s Plan.
Scott is also an FAA-Licensed Private Pilot and a licensed UAV operator. He enjoys flying and aerial photography as a hobby.
